The Influence of Pollution Abatement on Industrial Structure: Evidence from China

Abstract: This paper investigates the impact of pollution abatement on industrial structure in China's 30 provinces from 2005 to 2009. Our findings suggest that the influence of engineering discharge reduction on industrial structure is mainly through its influence on industrial concentration and layout while the influence of technology driven by investment has little effect on the tertiary industry. Structural discharge reduction does not significantly promote the technology upgrade and industrial concentration, but increases the portion of the high energy consumption and high polluting industries, and therefore the proportion of secondary industry to GDP. Regulation discharge reduction can effectively improve the technology upgrade, reduce the industrial concentration and decrease the number of high-energy consumption and high pollution industries, thus reducing the proportion of the secondary industry. Influence of pollution abatement on the proportion of the secondary industry to GDP and on the level of industrial structure are basically the same, which suggests that for the three discharge reduction methods, engineering discharge reduction and structure discharge reduction make the current industrial structure more deteriorated, while regulation discharge reduction promotes the upgrade and high-end orientation of industrial structure .
